Problems with elgg0.9

Hello

I use the elgg0.9 and I have a problem, the elgg0.9 works very slow.  I don't have any problem with another versions. Also show the following:

Access Controls not working in .9

I run a small site on elgg and everytime I set access on a post it made the post invisible to everyone but me regardless of who or what level I set. So I updated to .9 and got through a few minor issues but this still remians. Whether I pick private,a community, or friends anything other than public cannot be seen. Any Ideas or where to look would be great.
